1.0 Health, Safety and Environment Statement 

LUMKALT ENERGY LIMITED is aware of the hazards involved in the offshore engineering activities, and the adverse consequences of failure to observe, check and control or eliminate the unsafe acts and conditions that could result in accident to personnel.

To this end the company shall embark on training program of its personnel and contractor’s personnel as well to enable them to identify and control unsafe acts and conditions at the workplace.

The training program shall be able to equip personnel on how to implement procedures that involve safe work practices by showing their understanding of job task assigned to them.

LUMKALT ENERGY LIMITED to this regard shall ensure that every safety procedure in the project are followed religiously in line with client standards and statutory regulations.

Thus, we are committed to:

2.0 Alcohol Policy

The use of alcohol drinks at work is a great threat that results to impairment of work performance of personnel.

 

Recognizing the threat and risk to health and safety of usage of alcoholic drink to personnel, the company aims to eliminate its use at work.

 

The company shall ensure as its commitment to elimination of use of alcoholic drink at work place:

 

  • Workers shall be closely monitored to know when anyone is under the influence of alcohol that could lead to change of attitude to work.
  • Any worker detected to be under the influence of alcoholic drink shall be stopped work and sent out.

3.0 Drug Policy

 

The company recognizes the threat of usage of illicit drugs like, marijuana, cocaine, opiates, amphetamines, phencyclidine and; the risk it posses to health and safety of personnel at work.

 

To this regard, the company aims not only to eliminate the use of drugs at work but also outside the workplace.

 

It is a termination offence by any worker to use drugs at work or to be found to be under the influence of drugs.

 

In order achieve the elimination of use of drugs at work the company shall:

 

  • Conduct Induction program for all personnel on the project on the harmful effect of use of illicit drugs to health
  • Regularly conduct random test on personnel for traces of illicit drugs
  • Closely monitor personnel

 

All personnel working for the company are required to implement this policy to the later.

4.0 Smoking Policy

 

Smoking in public places exposes non-smokers to health related hazards. It is the responsibility of the company to protect employees from unnecessary exposure to smoking hazards, hence the prohibition of smoking at the company construction site.

 

“No smoking” signs shall be placed at points on site to constantly remind personnel that smoking on site is prohibited.

 

There shall be no smoking in company boats at any time.

 

The company in pursuit of its commitment to the health of its personnel shall discourage smoking during:

 

  • Working hours
  • On board boat
  • Management shall organize site lectures on smoking related illness by the company retainer doctor

5.0 Occupational Health Policy

 

All employees of LUMKALT ENERGY LIMITED shall be medically certified fit and remain so throughout the duration of employment.

The company shall maintain medical insurance policy for all personnel against any liability that may result in the event of occupational hazard or, impairment to health resulting from work assignment.

It is the policy of the company to periodically conduct structured health risk assessment on all its workers. This program is geared towards identifying, evaluating and controlling work-related health hazards that could expose workers to high-risk hazards. Thus workers:

 

  • Whose jobs expose them to ionizing radiation through company business must be examined every 6 months, or even less, depending on the degree of radiation exposure;
  • Whose jobs exposed them to heat or cold must be examined;
  • Exposed to dusty environment, who need radiological examinations of the chest for signs of dust-induced respiratory disorder must be examined frequently;
  • Working in noisy environment require regular audiometric test to check the effect on the hearing thresholds.
  • Source of food and water must be hygienically certified.
  • Must be adequately protected against health hazards.

The company’s retainer clinic below shall handle all routine medical and medical emergencies. The company shall have a retainer clinic close to the project location on commencement of the project

6.0 Security Policy

 

The project security plan shall aim towards protecting the company’s project personnel, equipment and material.

 

To ensure adequate provision for security of personnel, equipment and material the company shall maintain round-the-clock security guards on site.

 

The following procedures shall be in place to ensure adequate security measures on site:

 

  • Issue project personnel with, and made to wear, company identity cards
  • Adequate security devices shall be provided in all project transport equipment.
  • Workshops shall be organized for the purpose of educating personnel and improving their level of security consciousness.
  • Communication by radio and phone shall be maintained on site.
  • Incidents of security default shall be reported, thoroughly investigated and corrective action for improvement taken.

7.0 Search Policy

 

All personnel involved in the project shall adhere to search policy of client.

 

All personnel shall be inducted to understand and be familiar with the policy.

 

As client prohibits the possession of arms in its premises, all personnel shall abide by this. Thus, possession of arms or any form of lethal weapon shall be prohibited on site.

 

The purpose of this policy is for personnel to declare any personal item by at client facility entry point. Company’s personnel shall ensure they subject themselves to search on entry and departure from client premises throughout the duration of the project.

8.0 Environmental Protection Policy

 

LUMKALT ENERGY LIMITED shall ensure protection and preservation of the work environment. In doing this we shall conduct an in-house environmental impact assessment to determine the fall out of the project on people, environment and equipment, which shall form the basis of project job hazards analysis.

 

It is therefore mandatory that:

 

  • Environmental aspects of all project activities shall be established to ensure adequate controls.
  • Environmental pollution shall not emanate from the execution of our project.
  • Our impact on the environment (if any) shall be established to remain within tolerable limits.
  • Our processes shall be formulated in such a manner that the flora and fauna we meet shall be better of on our demobilization.

 

To this regards the company environmental procedures for the control of environmental hazards shall comply with the provisions of federal environmental protection agency and client guidelines.

 

Personnel involved in the project shall receive environmental awareness training to equip them to appreciate the need for environmental management and have regard for environmental aspects of the project.

9.0 Marine Transport Management Policy

 

Qualified and registered marine personnel shall operate marine transport and materials handling equipment, involving the use of rigging equipment, boats and barges.

 

Personnel shall ensure proper load distribution, load rating, slings/chains/hooks/lifting tackles/ropes are properly attached to load, and proper selection and application of rigging items.

 

The company shall ensure that marine transport activities and safety adhere to the following guidelines:

 

  • Trained and competent person shall operate company boat and barge.
  • Passengers shall inform the Quartermaster or supervisor if it is their first time being transported by boat so that briefing may be conducted.
  • Passengers shall remain seated inside the boat during transit. (This does not apply during movement and deployment of emergency response equipment).
  • Boat shall be equipped with Personal Flotation Devices (life saving devices) for each personnel on-board, which shall be securely and properly fastened.
  • If a person falls into the water, immediately inform the boat Quartermaster by shouting “man-overboard”. Assist in the rescue as directed by the diver attached to boat or Quartermaster.

10.0 Personal Flotation Devices (PFD) Policy

 

The company’s project objective is to ensure an accident-free record, bearing in mind that accidents produce economic and social loss; individual impairment; and group productivity, which retard individual progress and corporate man-hour.

 

Based on this, there is need to put control measures in place to prevent marine accidents involving protect personnel, equipment and materials.

 

The following personal flotation devices must be ensured in any of the company’s or hired boats and offshore/swamp work locations:

 

  • Approved PFD type “1” life preserver or type “V” work vest shall be worn at work.
  • PFD shall be worn while travelling offshore on boat, transferring to or from any watercraft, working on water/swamp locations and when fire and/or evacuation drills are being conducted.
  • PFD shall be snugly fitted and securely fastened. Supervisors shall ensure all personnel are properly equipped.
  • When working on jack-up barge, it is necessary to wear a PFD on the deck when the barge is jacking-up or down.

11.0 Offshore Operations Policy

 

The company shall ensure that all personnel who are involved in offshore/swamp project activities receive:

 

  • Swimming survival training test; and on arrival at the location, receive induction on evacuation procedures and proper use of life-buoy, life jacket, life raft and other life saving equipment.
  • Ensure competent and well-equipped diver accompanies every marine journey.
  • Ensure that there are enough floatation devices for personnel in boats and work locations.
  • Fire fighting awareness training course and, such other training as may be directed by DPR/client or deemed necessary by the company Safety department.

12.0 Community Relations Management Policy

 

The company has participated in project execution in the Niger Delta and therefore is sensitive to the restiveness in the area.

 

The company shall, in pursuant of mutual relationship with project host community, ensure the following:

 

Establish and maintain cordial relationships with all segments of the local population to better understand their concerns, needs and aspirations.

 

Continuously assess and abate the social and economic impact of the company project activities and take needed preventive or mitigating measures, such as.

 

  • Respond to formal community request in an appropriate and timely manner.
  • Bring relevant issues affecting host community to the attention of the company and client through the Community Liaison Officer.
  • Ensures the engagement of local labor from host community. This measure is geared towards erasing agitations of not inclusion from host community.

13.0 Emergency Response Policy

 

The company response to an emergency shall be directed towards:

 

  • Saving life of personnel
  • Caring for the injured
  • Protection of the environment
  • Limitation of damage to assets
  • Defence of company reputation

 

MUSTER POINTS shall be clearly marked at points on site.

Regular drill exercises shall be carried out to ascertain effectiveness of emergency procedures.

These procedures shall apply in an emergency requiring med-evacuation:

 

EVACUATION BY LAND TRANSPORT

In situations whereby victim is at danger of death and cannot be handled by retainer clinic or client medical facilities on site, contractor Med-evac shall be called up through Project Engineer.

 

EVACUATION BY WATER

The following evacuation procedures shall be followed after the victim has duly received medical treatment in retainer or client clinic but still needs specialist medical referral:

 

  • The victim is evacuated by speedboat on stretcher if need be.
  • The base is contacted immediately to get the ambulance ready to convey the victim to company’s clinic as the victim leaves the site
  • The company’s doctor takes over on receiving the victim.

14.0 SHE Audit and Control Policy

 

In view of maintaining our SHE standards, regular in-house audits shall be carried out on personnel and equipment to be used in the project.

 

Every report of the audits and inspections, including recommendation thereafter shall be sent to the company SHE management committee for review and subsequent ensure follow-up.

 

The committee shall ensure that suggested corrective measures are implemented. Records of the audits shall be kept on site and made available on demand.

15.0 Personal Protective Equipment (PPE) Policy

 

Implementation of dress standards and personal protective equipment requirements shall be mandatory for all personnel working in the project.

 

The provision and use of PPE should not be seen as an accident prevention measure; rather it helps in the elimination of exposure of personnel to hazards during performance of job assignment or, in case of an accident occurrence it becomes a control or mitigation measure, which eliminates or reduces the effects on personnel.

 

The use of personal protective equipment as “second line” in accident mitigation is a demonstration of management commitment to safety of its personnel at work.

 

Through education and induction of awareness programs for the need and importance of the use and maintenance of PPE, the management expresses yet another step to commitment to safety of its personnel.

 

Personal Protective Equipment, like, coveralls, safety boots, hand gloves, welding mask, welding goggle, grinding goggle, welding shield/apron, breathing respirators, ear plugs, safety helmets, work vest, etc., shall be provided and made available at all times for the job.

16.0 Access Control Policy

 

The company shall adhere to access control of client by allowing access to the project site only to those personnel who are working in the project. Personnel shall only be restricted to work site.

 

To ensure Access Control, the following procedures shall be put in place:

 

  • Identification cards shall be issued to all project personnel.
  • A register shall be kept, which must be signed on entry and departure visitors (client project holder departments).

The project team to determine the risk level involved shall carry out risk assessment of the offshore specialist maintenance services, using the risk assessment matrix. Vis-à-vis:

  • Evaluate the impact of associated risk level exposure of personnel, equipment, environment and social impact of our activity
  • Record hazard and its effect on people, equipment and environment
  • Compare with objective and performance criteria

18.0 Labor Management Policy

 

The company shall ensure that the conditions for employment and development of personnel, both local and foreign content, shall satisfy the provisions as provided in the Nigeria Labor Act of 1971 as amended 1990 (CAP. 198).

 

The company shall operate within the safety regulations as provided in the various applicable sections of the Factories Act of 1959, as amended 1990 (CAP. 126).

 

Our overall plan in the selection and recruitment of qualified manpower for the project shall be based on merit, experience and skill relevant to the project requirement.

 

Provision for local labor (if need be) shall be made and supplied by the host community. This provision shall be agreed in the Memorandum of Understanding (MOU) between the company and the host community.

 

The engagement of foreign personnel in projects shall satisfy all the provisions of the Nigeria Immigration Services. All foreign personnel shall be inducted to be aware of the nature of the project environment.

19.0 Welding And NDT Operations Policy

 

Gas flames from arc welding activities, which produce ultraviolet and infrared rays, have radioactive harmful effect on the eyes and skin. The sprinkled arc could cause fire incident if not barricaded.

To this regards it is the policy of the company to ensure the following:

  • Welding operations are isolated so that other workers will not be exposed to either direct or reflected rays.

 

  • Arc welding operations should be enclosed in booths, if the size of the work permits, to reduce non-welding personnel from exposure to radiation.

 

  • Shut off the gas supply of welding torch valve or cutting units when not in use. If possible remove the torch and hose from the area, put them in a safe storage area.

 

  • Welding and cutting operations should not be permitted in or near areas containing flammable liquids, until proper precautions are taking.
  • Welding mask with tempered colored glass window, grinding shield, leather hand gloves, leather welding apron and a cap or jacket shall be worn and safety harness with attached lifeline for work at height and in confined spaces.

 

The required safety checks for hot work must be conducted and permit obtained before work starts.

20.0 Oil Spill Containment Policy

 

The company is committed to the safety and security of persons directly or indirectly involved in the execution of the project and; ensuring adequate protection and preservation of the work environment.

 

It is therefore mandatory that:

 

  • Environmental aspects of the project shall be established by carrying out an environmental impact assessment to determine potential environmental hazards in the project and ensure adequate controls are put in place before commencement of the project.
  • Oil pollution shall not emanate from the execution of the project.
  • No oil spill shall result from the project activities.
  • Containment measures are place in event of accidental spill, which shall remain within tolerable industrial limit.

21.0 Injury Free Policy

 

The company shall be committed to SHE management in the project by ensuring an accident and lost time injury free delivery through implementation strategies based on:

22.0 Incentive Policy

 

The policy is aimed at encouraging and rewarding safety consciousness and safe working attitude among personnel. It also serves as tool for motivation of personnel to hard work.

 

Every month the safest worker prize shall be given out to the worker(s) who, among other criteria, raises an average stated number of hazards in the project. The singular motive for this management commitment is to encourage workers commitment to SHE.

23.0 Policy On Night Journey

 

The company does not permit night journey. Any boat captain whose call for duty demands that he embarks on a night journey must get a waiver. Such a driver MUST first of all get the approval of the marine coordinator for the project.

 

Any supervising personnel who wish to carry out any job outside the approved working hours MUST seek the approval of the head of department or project manager. The SHE manager shall be subsequently notified to be aware of such journey and, the MANAGING DIRECTOR shall subsequently give the final approval.

 

Boat captain who goes contrary to the provisions herein stated shall be duly disciplined.

24.0 Animal Testing Policy
